i have missed opportunity offered microsoft last year free upgrade window 10 windows 7 / 8.1..  kindly clarify following:

1. someone said microsoft discontinued support window 7, security updated still provided occasionally. true?
2. in absence of no supports microsoft windows 7, option remains user now?
3. can evaluation following configuration technically if window 10 can operational @ desktop pc.  processor intel core i3 540 @ 3.079 ghz. ram 2 gb. installed windows 7 x 32 bits. 

windows 7 service pack 1 in microsoft calls "extended support" , remain in category until january 14, 2020.

microsoft's description of extended support copied below (see https://support.microsoft.com/en-us/help/14085), in brief, means until january 14, 2020, windows 7 will, long have installed service pack 1, continue receive security updates.  such updates released monthly, although if read through various threads here in microsoft community, see differing opinions on whether accept of updates made available each month.

as windows 10, if you, i'd stay windows 7 until decide purchase new computer, come latest version of windows, whatever may @ time buy it.  if you're interested in going windows 10 now, see https://www.microsoft.com/en-us/windows/windows-10-specifications

extended support

the extended support phase follows mainstream support business, developer, , desktop operating system products. at supported service pack level, extended support includes:

• paid support⁴
• security update support @ no additional cost
• nonsecurity related updates requires extended hotfix support purchased (per-fix fees apply).⁵
  extended hotfix support not available desktop operating system consumer products. more details available here.

note:

• microsoft not accept requests warranty support, design changes, or new features during extended support phase
• extended support not available consumer, consumer hardware, or multimedia products
• enrollment in maintenance program may required receive these benefits products

⁴ limited complimentary support may available (varies product).

⁵ microsoft lifecycle policy permits creation , broad distribution of nonsecurity updates during extended support phase. example, may necessary provide nonsecurity update enables continued connectivity , servicing through automatic update or windows server update service.
