Net Framework Install error 13EC - Microsoft Community

i've tried read community posts on 13ec error messages.  nothing seems tell me do.

1) i'm trying install net framework 4.6.2 onto 32bit machine running windows7 ultimate.  

2) free disk space shows 816 gb of 914 gb (so there more enough space)

3) recovery disk (d) shows 2.1 gb of 16 gb free, didn't think matter should installed c: drive (right?)

if free space error message, why having problem installing?

i'm confused.

.net v4.6.2 being offered via windows update or attempting install manually?
