Windows 7 won't boot. Error 0xc0000098 - Microsoft Community

dear microsoft community,
i've formated pcs drive , reinstalled windows 7. after trying boot newly installed os first time, error message shown above popped before windows finished booting.
i've startet automatic repair sequence unable repair problem. chkdsk didn't find problems. sfc /scannow returned, repair in progress ans should run again after rebooting pc.
the components of pc are:
mainboard: biostar a960d+
cpu: amd fx-6300
gpu: nvidia 750 ti
hdd: 2tb (can't remeber manufacturer, search out if relevant)
ram: 8gb (can't remeber manufacturer, search out if relevant)
it might relevant i've formated complete hard disk, oem , system partition. (i know that might have been mistake, apparently i've been tired think whole thing through.)
i'd thankfull if 1 of share possible solution me.

try disconnecting non-essential storage devices might have attached system.
boot windows 7 dvd
click install now
accept license agreement
when option displayed select installation type, click (custom advanced)
click drive options
select drive/s click delete
click new
click apply
click ok
click format , click next proceed installation
