Upgrading to 1703 from version 1607- KB4013418 - Microsoft Community

my current windows installation version 149393.953 (kb4013418) , i'm being offered kb4015217 via windows update few weeks now. know if can skip kb4015217 , direct upgrade 1703 version. don't want go through trouble of downloading 1gb update when have invariably expend additional 3gb+ (guesstimate) on 1703 version. priority save on limited data allowance.

yes, can, can download media creation tool or use mct download iso perform direct upgrade.
