Windows Updates fail & $$PendingFiles on drive root - Microsoft Community

after rebuild of machine did fresh reinstall of win 10 pro on ssd (standard c:\) 
created symbolic links following directories , files wd black (d:\)

c:\users --> d:\users (directory symbolic link)
c:\programdata --> d:\programdata (directory symbolic link)
c:\program files --> d:\program files (directory symbolic link)
c:\program files (x86) --> d:\program files (x86) (directory symbolic link)
c:\windows\installer --> d:\installer (directory symbolic link)
c:\windows\softwaredistribution --> d:\softwaredistribution (directory symbolic link)
c:\ pagefile, hiberfil, swapfile .sys --> d:\ (symbolic links)

now, when run windows update, fails generic 'we couldn't install updates, blah, blah, blah... , following event logged in eventvwr:

event id 20
installation failure: windows failed install following update error 0x80070011: cumulative update windows 10 version 1607 x64-based systems (kb3213986).

few seconds before wu event logged, 1 logged, , can't tell if they're related.

i've tried usual suspects, including standalone install/update, in this:

absolutely stumped @ stage.

i've had issue kb3213986 - 'couldn't install updates, reverting changes...'.

i managed solve it.

i'm not using symbolic links, changed registry values program files/data directories c d drive.

temporarily changing them (and suspending bitlocker measure) installed (it go 20% reboot beforehand).

after booting changed registry values , seems in order.

in situation, suggest temporarily remove symbolic links softwaredistribution, installer, , perhaps program files/data, allowing whatever's going wrong disappear, re-add them after try update.
