experiment conclude results error code expected.

installed bullguard premium protection, enabled firewall,  
restarted pc, windows firewall still running, use firewall option turn off, within 2 sec. windows firewall restarts.
go services, turn off  windows firewall service. go ms store, download small game error code: 0x80073d0a.
restart windows firewall, game downloads, installs no issues.
either microsoft tunneling apps  & updates through vpn connections through it's firewall,  3rd party firewalls not working through of connections, win10 bypassing  3rd party firewalls making devices insecure or microsoft attempting render 3rd party firewalls obsolete though better.
if having issues title of post , use 3rd party firewalls there issues.

 solution  was enable windows firewall temporarily updates, xbox games , win10 updates, then

turn off services.

turning off other option on device turn on automaticly.

i going talking security experts on matter.
