Stuck on "Requres a restart to finish installing" - Microsoft Community

hi,

i switched fast ring on insider preview. update 16199.1000 (rs_prerelease) downloaded , asked me restart computer. starts installing, , computer restarts. have dual-boot (ubuntu/windows 10) @ boot, choose windows 10, , logs me windows without installing updates. under update history says  "requires restart finish installing" 3 times.

what should do?
