laptop is stuck - Microsoft Community

i tried refreshing hp laptop , stuck , won't anything. refresh did not finish. fear need wipe out , start over. laptop had windows 10 installed. how windows 10 reinstalled? product key on laptop. need purchase another? if how installed on laptop? right on older acer laptop windows 8.

that’s bit tricky if can’t windows boot @ all. may involve reinstalling operating system itself. on same page, know in part of loading process stuck on?
