api-ms-win-crt-runtime-l1-1-0.dll missing - Microsoft Community

server 2012 r2 available updates date installed. uninstalled , reinstalled every version , variation of vc redist 2008 - 2015 x86 , x64. after googling found that update universal c runtime required. windows have removed download this.. found mirror file , updates not applicable computer apparently. driving me insane, need backup agent software working. i've tried install on multiple servers in estate no joy! have successful install running on couple other server 2012 r2 servers same config don't understand issue is.
