when ran windows update failed install update:

2017-05 cumulative update windows 10 version 1703 x64-based systems (kb4016871) - error 0x8007010b

no matter how many times run windows update , retry fails install.  

ran windows update troubleshooter applied fix , said issues resolved had no effect. 

also downloaded , ran windows update standalone update (kb4016871) windows update catalog website message:

some updates not installed

the following updates not installed:

security update windows (kb4016871)

no matter update refuses install.
