Windows 7 - modifying files or folders inconsistently gives "in - Microsoft Community

i'm trying clean backup drive , when i'm trying move or change or delete or rename folder or file i'm getting incessant error it's "in use" not every time lot. i've far not been able trace (i've tried process explorer tells me file or folder attached windows explorer pid (twice on list in pop-up window when double-click it, not sure if normal) isn't telling me useful or don't know how understand it.

i have noticed if make quick rename (click folder name highlights type something), renames fine if type few seconds notice quick blip (like redraw), error upon finishing typing. seems windows broken or program other windows explorer has attached file , using or holding reason.

i've scanned computer various anti-virus programs nothing found , i'm @ loss. how figure out happening?

discovered had windows trying cache thumbnails or other info in folder, locking more several seconds reason. when disabled this, modify or move or delete anything.
