on screen keyboard key sizes shrink on desktop - Microsoft Community

windows 8.1, panasonic toughpad (garbage, suitable use wheelchock smart car).  the on screen keyboard (not touch screen keyboard) keys fill out window if it's on start screen.  when change desktop keyboard window size remains same keys shrink, leaving empty black band on top.  this handheld device difficult use @ best , keyboards use lot of screen space, , keys same size window size of osk blocks typing.  

any ideas on fix?
