let's fix following methods below.

method 1: start windows installer services.

1. press windows key +r.
2. type services.msc, , press enter.
3. double-click windows installer.
4. set startup type of windows installer manual.
5. click start to start service. (note down error message if any)
6. click ok.

method 2: unregister , reregister windows installer.

1. press windows key +r.
2. to unregister windows installer, type msiexec /unreg and press enter.
3. press windows key +r.
4. to reregister windows installer, type msiexec /regserver , press enter.
