Missing Windows Modules Installer? - Microsoft Community

i have hp envy windows 8.1, i'm trying play video game, however, first error message missing api-ms-win-crt-runtime-l1-1-0.dll. after which, uninstalled every version of microsoft visual c++ (several versions 2008-2015)

and attempted reinstall c++ 2015, error code 0x80240017, unspecified error. however, can install c++ 2013, says missing mscvp140.dll or api-ms-win-crt-runtime-l1-1-0.dll.

i check updates windows several times, , gives me exact same 2 updates. believe problems visual c++ 2015 connected windows modules installer missing, , when in services.msc, it's not there. upon using command prompt scan corrupted system files (via sfc /scannow) error stating windows resource protection cannot perform action. cannot install windows installer redistributable either, because of error windows modules installer. 

unfortunately system restore points made after issue came up, , i'm trying find easiest method fix this, full system restore and/or getting windows upgrade disc (if possible) being last resort. feel though getting windows modules installer start fix else down line, can't find reliable source in download , install it.
