if controls greyed out don't have permissions edit picture. if sent image, try making copy of , editing copy. otherwise, follow these steps:
1. go computer , find drive picture on (probably c:)
2. right-click drive , click properties
3. click on security tab , click edit next change permissions
4. in "group or usernames" box click on pc\users where "pc" computer name
5. check box allow full control. click ok close dialog boxes.
you several pop-ups tell "access denied". need "skip all" or similar. should able rotate photos now.
