let's isolate issue performing methods below:

methods listed in order, start first one, see if fixes problem, , continue next 1 if doesn’t.

method 1:
start pc in safe mode, , test windows movie maker.

method 2:
perform clean boot using steps here.

method 3:
run system file checker check file corruption. click on link steps.
