after searching problem, find there error in nlsddta0009.dll file

windows 7 ultimate
service pack 1
64-bit


i downloaded nlsddta0009.dll file, same version
but unfortunately when want switch file on computer can not
note try toggle file in safe mode
this message appears
how replace it?
