Error net framework 3.5 - Microsoft Community

hello don't speak english sorry that. m french , come in canada computer (windows 10, asus, computer).  all , computer can't install netframework 3.5 need ! try lot of think download link since microsoft website, clean computer netframework cleantool. can't more, , nothing change. can do? it's possible uploading of windows fail because m on french pc , download canadian or north america uploading? ("mise à jour?")
