windows 10 0x8000000a error after downloading svg file , trying open. have done troubleshoot, checked uac @ default (2nd top). other suggestions?

in order find out root cause of issue, gather more information:

  • do have antivirus app running when downloading file?
  • have tried downloading file using different browser , see if same error message when opening it?
  • how downloading file?
