error 0x800703ee when upgrading to ver 1703 of windows 10 - Microsoft Community

i trying apply latest upgrade of windows 10 home laptop.  my current release is windows 10 home (x64) version 1607 (build 14393.1066).  each time try install upgrade fails.  it has failed @ 57% 73% 74% , @ 76%.  i burning lots of monthly metering due program being re-downloaded after each failure.  

does know how past problem.  are there free patch programs work? have latest version on 2 desktops.

the solution clean install.  no problems now.  upgrade install never completed without errors or problems afterwards.

this worked me.
