Cortana > Notebook > Connect doesn't recognize user's - Microsoft Community

cortana > notebook > connect asks me what's connect, , answer outlook.com. sent box asked sign in, , used mobile number registered windows 10 pc w10 mobile. asked specify country, , chose country's name given in region related settings. , got ridiculous answer that account doesn't exist! what's going on?

p.s. tried cortana > notebook > connect several times.
