"the service cannot started, either because disabled or because has no enabled devices associated it."
as far history goes, have had number of problems after 1607 update , cumulative on top of (dvd player quit working, gopro driver quit working, fingerprint biometrics quit working). one major event computer seized , had factory reset, erasing apps. once 1607 , cumulatives again reinstalled, did dvd player fix again...never have been able gopro driver, or biometrics work again.
then file history died somewhere in there. i have 3 drives , turn off file history on one, , "add drive" switch another. but now, cannot "add drive" of them--get same message above.
have been boasting took 30 years microsoft make backup utility works. you can imagine chagrin. any help?? :-p

let's issue you're having file history resolved.
kindly boot pc safe mode networking , add drive file history up. starting pc in safe mode can troubleshoot problems on pc while using limited set of files , drivers. here's how set pc in safe mode networking:
- press windows + i key keyboard launch settings.
- select update & security, recovery.
- click restart now button under advanced startup.
- select troubleshoot when choose option screen.
- select advanced options, startup settings.
- click restart.
- select 5 or press f5 key keyboard after pc restarts start pc in safe mode networking.
also, run following scans repair missing or corrupted system files:
- system file checker
system file checker or sfc utility in windows allows users scan corruptions in windows system files , restore these corrupted files.
- dism or system update readiness tool
dism or deployment image servicing , management can fix windows corruption errors well.
you can run hardware , devices troubleshooter find , repair problems devices , hardware. here's how run hardware , devices troubleshooter:
- right-click start icon, select control panel.
- choose large icons option view by drop down list found on upper-right part of control panel window.
- locate select troubleshooting.
- click view all left pane.
- locate , click hardware , devices run troubleshooter follow next steps.
if issue persists, perform clean boot in eliminating software conflicts occur when running or installing program in windows 10.
