0x80041003 error in windows 8.1 - Microsoft Community

after searching have found posts , related error on windows 7 , server 2003 versions of windows.  have attempted fix windows 7 script received when attempted error.  thing event viewer shows error is;

this error pops several times every second, , lags computer fierce.

is there fix on windows 8.1?
