Can't install .NET Framework 4.0 and later (and keyboard - Microsoft Community

hello fellow users.

this problem has been me ~2 months , can't figure out how fix it. it's frustrating. download .net 4.0 , try install it. launches, insta-errors me saying "setup cannot continue because previous installation requires computer restarted. please restart computer , rerun setup."(i have restarted system several times) having keyboard issues keys fgvbrtqa`, 0 on numpad, , keys 14567 (i think) on top of keyboard. please help, frustrated these errors! thank you. can contact me through here.

i using windows 7 ultimate service pack 1 64-bit.

.net first needs enabled,to that,open run or cmd,type:  appwiz.cpl  in add/remove open windows components,

l.sub menu,chk .net boxes,edit others needed,exit,restart pc.back in windows,download:
