it shame moderator deleted post! here answer needs.

1. create folder in c: called scratch. (the folder serve memory using hard drive.)
2. create folder called update in c:
3. download kb windows update catalog update folder. hint: navigate c:\update\ folder , rename long name kb4015438.msu backing out of gui. save fingers , typos later on.
4. in lower left corner, left click flying window logo , select settings icon (looks snow flake me.) when settings window comes up, click on update , security > recovery , select restart under advanced startup heading. computer reboot advanced startup menu. navigate option allows run command prompt. (troubleshoot > advanced options > command prompt). computer reboot once again , should see familiar command prompt window.
when x: command prompt appears, type following:

dism.exe /image:c:\ /add-package /packagepath:c:\update\kb4015438.msu /scratchdir:c:\scratch (don't mess up! space important because space delimiter each dism.exe command switch. proper use of forward , slash important.)

my response:

i went through these steps , gets 100%, errors.

an error occurred applying unattend.xml file .msu package

this @ end of process.  keep in mind showed 100% done before showed failed.

after got error messages on screen directed me c:\windows\logs\dism dism log file. before ran renamed existing log files reflect last entries related attempt.

it's lengthy , assume it's recording steps took during attempted update, fails @ end with error message 0x80070057.

i got error message 0x80070057 - looked , given regedit fix 

windows registry editor version 5.00

"isconvergedupdatestackenabled"=dword:00000000

[hkey_local_machine\software\microsoft\windowsupdate\ux\settings]

"uxoption"=dword:00000000

the second 1 matches first shows dword:00000001 on system.  apparently don't have "permission" change 0 , can't change permissions.  i tried both reg file , regedit. tried admin well.

bottom line:  no cumulative updates of sort has been successful since @ least november.  every other update not cumulative works, whether it's microsoft update or other.

i tried working dell, , told me it's microsoft problem.  at point don't know or care @ fault want work, i'm beginning think never work again.

with each cumulative update fails end "hiding" update pc doesn't go in loop of installing , failing repeatedly.

dism shows no issues and, in fact, i've been able update image latest builds.

i'm not willing wipe drive , restore backups.

it's not worth effort @ point.  i'd restoring mac if need be.
