to resolve issue, suggest follow try these simple troubleshooting steps , see if corrects problem:

method 1: perform clean boot on computer

you need perform clean boot identify faulty or conflicting program on computer.
clean boot troubleshooting.

1. click start, type msconfig in start search box, , press enter.
   if prompted administrator password or confirmation, type the 
    password, or click continue.
2. on general tab, click selective startup.
3. under selective startup, click clear load startup items check box.
4. click services tab, click select hide microsoft services check box, , click disable all.
5. click ok.
6. when prompted, click restart.
7. after computer starts, check whether problem resolved.

if issue resolved check third party program causing problem, refer link.

reset computer start usual.
after have finished troubleshooting, follow these steps reset computer start usual:
1. click start, type msconfig.exe in start search box, , press enter.

if prompted administrator password or confirmation, type password, or click continue. 
2. on general tab, click normal startup option, , click ok.

method 2: reset windows update component

try reset windows update , check if issue still persists.

to reset windows update components automatically, click fix button or link. click run in file download dialog box, , follow steps in fix wizard.
