how to get back a corrupted windows 10 or at least windows 8.1 - Microsoft Community

have 2 laptops. 1 runs windows 10 , other runs windows 8.1.  windows 10 laptop went thru power surge 1 day while gone.  windows 8.1 in room , suffered nothing @ all.  windows 10 laptop apparently corrupted maybe beyond repair?? can reboot takes forever finish boot.  several things on laptop not work.  files can to, others cannot.  not go thru restore procedures @ all.  laptop came windows 8, upgraded 8.1 , did free windows 10 download couple of years ago.  there no more  windows 8.1 anywhere on laptop.  sad had no backup whatsoever computer.  so, need know how can possibly laptop work again.  programs or apps try take forever computer find them , pull them up.  others don't work @ all.  did manage copy documents computer on flash drive in case i'm going have totally remove , start totally clean disk.  i'm not computer nerd can follow simple instructions. need know do.  can make flash drive boot of windows 8.1 on other laptop , use boot , download 8.1 on corrupt one?  if not, else can possibly in order able windows 10 laptop working again?

what's make , exact model of laptop?
