Windows Explorer Consistantly Refreshing (Windows 10) - Microsoft Community

hi all,

i understand there plenty of these questions kicking around has came solutions explorer refreshing @ consistant rate, screen flashing, several seconds minutes @ time? i've tried several solutions including ending processes, , trying delete apps , sound drivers haven't been success. using asus laptop intel core i-3 2.10ghz processor on windows 10 64bit rate os.
