Unable to create Repair Disc - Microsoft Community

having created  (successful) recovery image, asked if make recovery disc.  having said yes , inserted dvd, on pressing continue told..........."the files needed create system repair disc not found on computer.  can still create repair disc if have windows installation disc". 

well, don't have windows (10) installation disc pc upgraded (free)  from 8.1.  why has situation arisen ??
