Enabling UAC causes Blank Screen on Logon - Microsoft Community

i running windows 7 home premium.  when enable uac, after logon, screen goes blank , have cursor arrow moves around.  if disable uac (in safe mode can logon normally), , reboot, logon works normally.

how can fix may keep uac enabled?
