Restore administrator login user prompt - Microsoft Community

i exported registry before tried change it.  while in registry, accidentally deleted user folder hkey_users directory.  windows 10 creators edition stopped process after had removed something.  cannot login windows 10 administrator user or other user.  windows 10 boots , see administrator user name text field type in password not available.  tried restore iso file on dvd.  microsoft not recognize drive or dvd.  when in bios on hp 15t touchsmart, cannot safe mode.  cannot command prompt enter other commands read on forum.  want restore backup drive windows 10 not recognize backup drive.  did not setup system restore ahead of time.  if start windows 10, import old registry.  suggestions?

if steps provided still limits access, suggest removing cmos battery , try again.
