SFC, DISM and system repair in Windows 10 version 1607 build 14393.969

i have done sfc several times error couldn't corrected.

i' ve done dism several times , keep getting error in following image.

i changed drive letter mounted iso, same error message.

i tried using system repair in advanced startup, screen locks when press first key enter password.

i don't want start fresh, looks may have to.

help!
