Can I still upgrade Windows 7 to Windows 10 without purchasing Windows - Microsoft Community

i have windows 7 pro on an-all-in 1 desktop , 7 home on laptop , windows 10 anniversary upgrade on 10"tablet keyboard. tried windows 10 2 or 3 times before free installation expired not adjust differences. however, after purchasing tablet 97.00 10 installed, discovered upgrade makes windows 10 more user friendly. had known upgrade forthcoming have kept , waited. not pay 119.00 10 though now. think microsoft should make exception , offer of in situation free installation or @ least discount. please out there think - there out there in category???
