device and printer not responding - Microsoft Community

i use window 8.1 64 bits. when try open device , printer in order add printer, not respond. have checked spooler service started. try restart , open device , printer screen , show device list can not add printer. please advice me solve it.

to isolate concern, there recent changes made on pc prior this? possible resolution, may refer article, , click link on how troubleshoot problems devices , printers. follow instructions provided.
