if can't access safe mode above means due fact can't boot windows

if can't start (boot) pc, follow these instructions windows recovery environment. you'll need connect keyboard complete steps.

  1. do 1 of following, depending on whether have installation media (such dvd or usb flash drive):

    • if have installation media windows 8.1, start (or boot) computer installation media. insert dvd or usb flash drive , restart computer. if see message asking “press key boot dvd,” so. if don’t see message, might need change boot order in computer's bios settings first starts dvd or usb. when see install windows page, tap or click repair computer start windows recovery environment.

    • if don’t have installation media, use power button restart computer 3 times. start windows recovery environment.

    • etc.

if sfc not fix something, run command again see if may able next time. may take running sfc /scannow command 3 times restarting pc after each time fix it's able to.

if not, run dism /online /cleanup-image /restorehealth command repair component store corruption,

repair-windowsimage -online -checkhealth

repair-windowsimage -online -scanhealth

repair-windowsimage -online -restorehealth

restart pc afterwards, , try sfc /scannow command again.

if still not, try using option one above run sfc /scannow command @ boot

if still not, refresh of windows 8, or run system restore using restore point dated before bad file occured fix it. may need repeat doing system restore until find older restore point may work.

if still not, can use steps in tip box in option three section to manually replace files sfc not fix.

refreshing pc goes this:

  • the pc boots windows re (recovery environment).
  • windows re scans hard drive data, settings, , apps, , puts them aside (on same drive).
  • windows re installs fresh copy of windows.
  • windows re restores data, settings, , apps has set aside newly installed copy of windows.
  • the pc restarts newly installed copy of windows.
