Windows 10 work group KMS Activation - Microsoft Community

hello,

i have windows 10 virtual work group workstation trying activate domain joined kms 2012 r2 server.  when try activate win10 error below:

 activating windows(r), enterprise edition (73111121-5638-40f6-bc11-f1d7b0d64300) ...
error: 0xc004f074 software licensing service reported computer not activated. no key management service (kms) contacted. please see application event log additional information.

i able ping , telnet on kms port kms server.

here have tried.

set windows time:  

• w32tm /config /ntp.server.mydomain /syncfromflags:manual /reliable:yes /update
• net stop w32time
• w32tm /unregister
• w32tm /register 
• net start w32time
• when run w32tm /resync /rediscover following error:  the computer did not resync because no time data available

setting kms server:

• i ran this: slmgr.vbs -skms kms.server.mydomain.com = command completed successfully 
• then: slmgr.vbs -ato when above error.

troubleshooting steps:

• turned off windows firewall
• joined computer domain, activation successful.  not joined domain activation fails. 
• created new user profile
• ran sfc /scannow no issues
• ran windows updates
• checked bios time, correct
• correct time in windows

we need able activate windows in work group scenario because template use deploy from.  every month start these templates , run windows updates .  i @ lost else try.  any advise can give me appreciated.
