Restoring files backed up externally using Dell Data Safe Local Backup - Microsoft Community

i own 2 identical seagate expansion portable drives.  leave 1 of them connected desktop and, using dell data safe local backup program, i desktop hard drive weekly. 
 
every 2 or 3 months disconnect 1 hard drive , place in our bank safe deposit box.  second drive connected desktop , used future weekly ups. 
 
when replace first drive second drive , reconnect desktop, dell data safe local backup program does not recognize replacement drive file restoration. 
 
the reason having 1 kept outside home in event of fire or other disaster destroy both desktop , connected external drive. 
 
this seems make entire process waste of time unless able recover files backed on old drive.  
 
can please provide me instructions on how backup software recognize replacement seagate drive?  thank you.
