although replacing files unlikely solve problem, here standard method gain full access syswow64 folder:

1. log on under admin account.
2. click start globe.
3. type  cmd.exe  in search box.
4. press ctrl+shift+enter
5. click "run administrator".
6. type following commands , press enter after each:

    cd  /d  c:\windows

    takeown  /f  syswow64  /r

    cacls  syswow64  /t  /g  everyone:f
    or
    cacls  syswow64  /t  /g  "authenticated users":f

you might have replace group names "everyone" or "authenticated users" turkish equivalents. command might give clues:

cacls  c:\users
