34-36 Percent CPU Usage and 25-26 Percent Memory Usage from System - Microsoft Community

i have been having issue windows 7. cpu usage has been around 34-36 percent when idle. can tell not happens when idle, because when play games, performance not has been before problem. when problem started, laptop fine when first started up, until hour had passed. then, high cpu usage started. now, seems happen 5 minutes after starting computer. problem have existed longer, may have noticed when started playing more intensive games. noticed it, believe, around march. there lag spike, ~0.5 second freeze. then, framerates drop. look, , sure enough, cpu usage @ around 35 percent. memory usage around 25%. when playing games, cpu not @ 100%. however, still don't same performance. things see using cpu system , system idle process, balancing percentages , not using anything. so, suspect system. don't know if cpu or memory affecting performance.

my specs:

dell latitude e6330

intel core i7 3520m 2.9 ghz

8gb ram

100mb ssd + external 500gb hdd

intel hd graphics 4000

the key set windows update never , leave way.  not mean never update.  means not allow ever automatically.  take control of process.
