I'm having a few problems with windows 8.1 on my ASUS notebook - Microsoft Community

i've been trying download couple apps windows app store. can't 0x800704b3 error code. i've tried find on can't. can tell me how fix it?  i cant  click on not of administrator tool or of files. popup says recycle bin on c:\ corrupted. want empty the recycle bin drive. can tell me if empty it? don't want delete off hard drive. know how find recovery partitions.
