Transferring Windows 10 Pro Retail License from broken PC - Microsoft Community

hi everyone,

i had laptop before , while working on (during finals week) turned off , never turn on again. fortunately managed extract hard drive , data , lost nothing. anyway, had windows 10 professional 64-bit retail on laptop , needed pro version used bitencryption , linux bash quite lot. furthermore, bought new laptop on same exact day lost previous one. no surprise, comes windows 10 home (i asked laptop pro , couldn't find except surface book way beyond price options). new laptop decent , strong, problem home version. can no longer access pro services , frustrating.

the old laptop registered email (hotmail account) , performed multiple clean-installations on earlier on. had windows 10 professional iso file , tried install on new laptop , ended re-installing oem home edition. surprising knowing fact used same iso install win10 pro on previous laptop (i did when i replaced hdd, boring story).

my question is: there way move license of broken pc? cannot access old pc. still have hdd there no way of restoring same windows on previous hdd. or there?
