master password, system password - Microsoft Community

i have deliberately set 2 password login.  there system or master password (and on various  tools menus have checked 'use master password' option).  there is  different  e mail or browser password.  each time logged in needed enter both.  bit of pain, made me feel more secure.  yesterday afternoon e mail servers stopped asking master password.  making me feel insecure.  don't want double verification phoned code because cellphone service in area iffy. 

how double sign in back?  went through whole series of stuff microsoft password verified, including needing 2 codes , third code site.  enough coding - need answer.
