Why do I need free space on the C: drive to create Installation - Microsoft Community

i'm using usb larger 8gb, before can select in creation tool, error saying need 8gb of free space on c: drive. why occur? "is because 8gb of installation files need downloaded locally first, before being copied usb? why can't directly downloaded onto usb?

file downloaded in blocks temporary location on hard disk single file. once downloaded , closed used make usb key..
